What TicketBatch changes

Allows tickets to reserve transaction sequence slots so later transactions can be submitted outside the account's usual sequence order.

How to interpret the status

An enabled amendment changes consensus rules for the relevant transactions. A validator-majority entry is not the same as activation. A server release also does not enable every feature shipped in that release.

Absence from the returned ledger state cannot prove that server software lacks support. The read-only tool shows that limitation rather than guessing a status.
