What SmartEscrow changes

Proposes programmable escrow-release conditions using WebAssembly execution, extending the existing time and cryptographic escrow conditions.

How to interpret the status

An enabled amendment changes consensus rules for the relevant transactions. A validator-majority entry is not the same as activation. A server release also does not enable every feature shipped in that release.

Absence from the returned ledger state cannot prove that server software lacks support. The read-only tool shows that limitation rather than guessing a status.
