Binance customers can withdraw XRP again after the Binance hack. By 9:38 a.m. UTC on Nov. 1, 2026, XRP was one of six assets on five networks with withdrawals re-enabled, and Binance says XRP balances are fully backed. For holders of coins on the networks still closed, the wait goes on without a date.

The withdrawal update Binance posted on X lists BTC on the bitcoin network; ETH, USDT and USDC on Ethereum; BNB, USDT and USDC on BNB Smart Chain; XRP on the XRP network; and ETH and USDC on Base. Further networks and assets follow in phases once security checks are complete.

Bitcoin led the phased restart

Recovery Update #4 planned phase one for 6 a.m. to 9 a.m. UTC on Nov. 1. Bitcoin was the first network back, as a Binance post on X shows. A later withdrawal update restored USDC, USDT and ETH on Ethereum and USDC, USDT and BNB on BNB Smart Chain.

The 5% gap sits in less liquid tokens

In Recovery Update #4, Binance put its coverage at approximately 95% of the impacted amount as of Nov. 1. That is up from approximately 90% in its prior update and approximately 80% in the one before, all given as shares with no dollar value. These figures and the full-backing list below are Binance's own, and an independent check of its proof of reserves snapshot would test them. Proof of reserves is an exchange's published list of wallets meant to show it holds customer assets.

Dark numbers card with four figures from Binance's own statements: approximately 95% of the impacted amount covered, withdrawals re-enabled at 9:38 a.m. UTC, an announced 6 to 9 a.m. UTC window, and approximately 90% in the prior update. As of Nov. 1, 2026.
Binance says it covered approximately 95% of the impacted amount and re-enabled withdrawals by 9:38 a.m. UTC on Nov. 1, 2026, according to its own posts retrieved that day.

On Oct. 31, Richard Teng wrote on X that Binance had replenished 90% of the stolen assets and was committed to covering the remaining 10%.

Binance calls user balances in 10 assets fully backed, citing that snapshot: BTC, ETH, USDT, BNB, SOL, USDC, XRP, USD1, RLUSD and ZEC. The outstanding approximately 5% sits in other tokens, which are less liquid and take longer to buy at the needed scale.

Binance is still buying the remaining affected assets through market and over-the-counter channels. It has pledged to bear the cost of the stolen funds and not pass the losses on to users.

Six of the 10 fully backed assets are on the 9:38 a.m. UTC reopening list. SOL, USD1, RLUSD and ZEC sit outside it, so check their withdrawal status separately. If you hold RLUSD on Binance, backing and withdrawal access are two different questions.

Remaining networks reopen in phases by demand

Under the plan in Recovery Update #4, Binance said it prioritizes the reopening of tokens by user demand over the past week.

AGLD shows what the wait looks like. At 12:02 p.m. UTC on Nov. 1, Binance's network status data showed AGLD withdrawals on Ethereum halted under the label "Low Hot Wallet Balance," while Binance replenishes the hot wallet. A hot wallet is the online wallet an exchange pays withdrawals from.

Binance has also promised a post-incident report for when its investigation is complete.

Check your coin's network before you withdraw

Before you send, open the withdrawal page for your asset on Binance and confirm that the network you plan to use is enabled. Recovery Update #4 flags possible temporary delays or longer processing times during the initial rollout because of traffic. You can retry a failed withdrawal after a short while.

At 6:53 a.m. UTC on Nov. 1, Binance said it had added newly generated wallet addresses to its proof of reserves list and that, going forward, all withdrawals will be processed from them.

Binance said deposits stayed open and were unaffected by the incident.

If you plan to move reopened coins into your own wallet, the cold wallet setup guide covers the device, the backup and a first transfer. Newer holders can start with the beginners' section on exchanges and wallets.
